On This Date in TWISTED-HISTORY! in 2001, U.S. President George W. Bush presented his initial list of the 23 most wanted terrorists. The list was quickly pared down to 22 as VP Dick Cheney drew a circle around Waldo on each page of President Bush’s favorite book.
