On This Date in TWISTED-HISTORY.com! in 1991, Valentin Pavlov became the premier of the U.S.S.R. and succeed Nikolai Ryzhkov. Valentin Pavlov initiated the 1991 Soviet Monetary Reform (also called the Pavlov Reform) in an attempt the prevent the Soviet monetary system from collapsing. It involved the forced exchange of old rubles for the shiny new ones. It did not stop the collapse of the Soviet Union, but it did train Soviet citizens to rush to the banks every time he was seen on TV, which was a true Pavlovian response.
