On This Date in TWISTED-HISTORY.com in 1689 Tsar Peter the Great of Russia placed a tax on men’s beards. Peter the Great wanted to drag Russia into the 17th Century and by forcing Russian men to shave their facial hair, he hoped to at the very least improve their looks. Russian women were allowed to keep their beards as their husbands might not recognize them without them.
